The Senior Manager of Business Development (BD) supports the MTEQ Corporate leadership in the creation and execution of Technical Services and Prototyping strategic campaigns and growth plans in order to aggressively identify, qualify, and capture business opportunities. The intent is to maintain and grow MTEQ's current Army and Navy markets as well as adjacent Marine Corps, Air Force, Special Operations (SOF), Intelligence Community (IC), and other market spaces while simultaneously extending technical services offerings, growing the contract base, diversifying the customer base, and increasing revenues/ profitability.

The Senior Manager of BD must be results-driven and energetic with strong organizational, process, and planning capabilities supporting an unrelenting drive to win and retain new business. They will possess a demonstrated track record of success leading strategic planning, marketing, business development, and sales activities in order to pursue then capture all manner of opportunities from major Information Analysis Center (IAC) TATs to Task Orders utilizing multiple acquisition vehicles such as White Paper Proposals to Broad Agency Announcements, GSA Schedules, Prototype Other Transactions Agreements (pOTAs), IAC MAC, and Indefinite Delivery/ Indefinite Quantity (ID/ IQ) contracts. They should be proficient with a variety of tools and best practices for business development, pursuit/ capture, and pipeline management.

The Senior Manager of BD will be largely customer facing and as such must possess the traits and characteristics essential to become a trusted partner. They must be an effective written and oral communicator who has a sound understanding of MTEQ's market/ customers as well as the company's capabilities and offerings. They should be personable and engaging while handling business contacts with finesse and diplomacy. They should also be technically competent in operations, technology, system engineering and integration, test and evaluation (T&E), modeling and simulation, analysis, etc. for multiple mission areas. They must be agile and adaptive to changing conditions and new information or events in order to be responsive to our customers.

The Senior Manager of BD should be familiar with MTEQ's core customers, NVESD and NSWC in particular, as well as two or more of the adjacent markets such as the Defense Research Establishment, Test & Evaluation Community (TEC), other US Army or Navy Commands, the US Marine Corps, US Air Force, Special Operations Forces (SOF), etc. with the ability to articulate MTEQ's value propositions, be credible in discussions, and garner support from key decision makers in both Government and Industry.


Key responsibilities of the Senior Manager of BD will include:

+ Collaborate with MTEQ Corporate as well as Technical Services and Prototyping Division Leadership on strategic campaigns and growth plans in order to enhance capabilities and meet if not exceed objectives.

+ Monitor, report, and maintain the health of MTEQ's BD pipeline for the Technical Services and Prototyping Division and other efforts as directed.

+ Work with MTEQ SBD and the Divisions to improve BD support by significantly strengthening end to end Business Management Systems and Controls and improving data inputs.

+ Contribute to the assessment and modification as well as implementation of tools and documentation for MTEQ business processes including Business Development (BD), Pursuit to Capture (PC), Proposal Process, Pipeline Management, etc..

+ Oversee the existing Deltek GovWin Opportunity IQ and Customer Relationship Management (CRM) framework integrated with Sharepoint for the Technical Services and Prototyping Division, MAC ID/ IQ contracts, etc..

+ Contribute to the assessment and modification of Standard Operating Procedures (SOPs) for BD.

+ Recommend then manage pursuit and capture through execution of pOTAs, MAC ID/ IQs, F&O Competitions (FOC), BAA White Papers, Task Order (TO) Responses (TORP/ RTEPs), etc.

+ Participate in and brief BD staff operations during BD Synchronization Meetings, monthly BD and Pipeline Reviews, etc. for the leadership as well as support quarterly Business KPI Report to President and Board of Directors

+ Selectively serve as key capture lead on large, high revenue strategic pursuits.

+ Demonstrate both knowledge and application of best business practices and processes to include CM, Shipley, SMA, and other models for opportunity identification, qualification, and capture management.

+ Effectively coordinate support with Finance, Contracts, Purchasing, Facilities and Security.

+ Possess thorough knowledgeable of the rules, regulations, and laws governing the Federal Government procurement practice as well as contract vehicles.

+ Adhere to established company policies and procedures. Address performance issues and make recommendation for personnel actions.

+ Assist with the development and monitoring of the Business Development Budget.

+ Travel ~50%.


+ 10+ years of directly related military and/ or industry experience

+ Supervisory or management experience in the Defense industry BD a plus.

+ Prior military operational experience as well as acquisition, contracting, T&E, etc. a plus.

+ Excellent organizational and management skills

+ Strong analytical and problem solving skills

+ Excellent written, oral, and presentation communication skills

+ Proven performance establishing strategy, objectives and action plans

+ Experience presenting information and responding to questions from groups of managers, clients, customers, and the general public

+ Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and government regulations


+ A Bachelor of Science (BS) degree in a related Technical or Engineering discipline from an accredited college or university required.

+ A Master of Science (MS) degree in a related Engineering discipline, Management, or MBA from an accredited college or university also desired or equivalent proven experience.


+ Secret (SEC) Security Clearance required with the ability to obtain and maintain a Top Secret (TS) Security Clearance as well as SCI or Polygraph as required.
