MTEQ is seeking an Executive Director of Strategic and Business Development to join the senior management team at our Lorton, VA Headquarters.


The Executive Director of Strategic and Business Development (SBD) supports the MTEQ Corporate leadership in the creation and execution of annual and long-term business strategy, campaigns, growth plans, objectives, value propositions, and budgets/ investments.


The Executive Director of SBD will have a demonstrated track record of success leading strategic development/ marketing and business development/ sales activities to capture existing and new work for current MTEQ customers as well as new business and customer diversification. They will also be experienced in major pursuit and capture of all manner of opportunities utilizing a variety of tools and best practices for strategic and business development including pipeline and proposal processes, practices, and methodologies. They must be results-driven and energetic with strong organizational, process, and planning capabilities supporting an unrelenting drive to win and retain new business.


The Executive Director should be familiar with at least one of MTEQ's core customers, CERDEC ( NVESD in particular) and NSWC, as well as one or more of the adjacent market bases such as the Intelligence Community (IC) including the CIA, DIA, NGA, NRO, INSCOM/ NGIC, AFISRA/ NASIC, etc.; Defense Research Establishment; Homeland Security and Law Enforcement Organizations (LEO); Special Operations Forces (SOF); Test & Evaluation Community (TEC); and Communities of Interest (COI) with the ability to articulate MTEQ's value propositions, be credible in discussions, and garner support from key decision makers in both Government and Industry.


KEY RESPONSIBILITIES:


Key responsibilities of the Executive Director of SBD will include:

+ Collaborate with MTEQ Corporate Leadership to create and execute annual and long-term business strategy, campaigns, growth plans, and objectives in order to enhance capabilities, expand the contract base, diversify the customer base, and increase revenues/profitability simultaneously.

+ Work with MTEQ Corporate Leadership to improve overall BD support to the Corporate Management Team by significantly strengthening end to end Business Management Systems and Controls through a continuous Process Improvement Program (PIP).

+ Plan and oversee the assessment, modification or establishment, resourcing/ tools, and documentation of the following MTEQ business processes including Strategic Development (SD), Business Development (BD), Pursuit to Capture (PC)/ Proposal Process, etc.

+ Revitalize and implement the existing Deltek GovWin Customer Relationship Management (CRM) framework and integrate with Sharepoint for SD and BD.

+ Modify and integrate Deltek CRM with the current KBMS and Sharepoint for BD and PC.

+ Produce revised or initial Standard Operating Procedures (SOPs) for all processes.

+ Oversee the design and implementation of a world class MTEQ Proposal Center of Excellence to include tools and resources supporting simultaneous pursuit and execution of Prototype Other Transactions Agreements (OTAs), Sole Source and Multiple Award ID/ IQs, Full and Open Competitions (FOC), Broad Agency Announcements (BAAs), and Task Order (TO) Responses such as RTEP/ TORP.

+ Manage daily BD staff operations including BD Synchronization Meetings.

+ Monitor, report, and maintain the health of MTEQ's BD pipeline.

+ Manage monthly BD and Pipeline Reviews for the leadership.

+ Support quarterly Business KPI Report to President and Board of Directors

+ Selectively serve as key capture lead on large, high revenue pursuits.

+ Demonstrate knowledge of and application of best business practices and processes to include CM, Shipley, SMA, and other models for opportunity qualification and capture management.

+ Effectively coordinate support with Finance, Contracts, Human Capital, Purchasing, Facilities and Security departments

+ Possess thorough knowledgeable of the rules, regulations, and laws governing the Federal Government procurement practice as well as contract vehicles.

+ Direct the Business Development organization to follow established company policies and procedures. Address performance issues and make recommendation for personnel actions.

+ Motivate and reward employees including providing reviews, counselling, salary increases, bonuses, and promotions within allocated budgets.

+ Assist with the development and monitoring of the Business Development Budget.

+ Travel < 25%.




REQUIRED KNOWLEDGE, SKILLS, & EXPERIENCE:

+ 20+ years of directly related industry experience

+ 10+ years of experience in a supervisory or management capacity in industry included.

+ Additional prior Government and/ or military experience and operations a plus.

+ Excellent organizational and management skills.

+ Strong analytical and problem solving skills.

+ Excellent written, oral, and presentation communication skills.

+ Proven track record of taking a vision or concept and establishing strategy, objectives and action plans.

+ Adaptable Management style and sense of urgency, congruent with the requirements of a rapidly growing business.

+ Experience presenting information and responding to questions from groups of managers, clients, customers, and the general public.

+ Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and government regulations.




EDUCATION & CERTIFICATIONS:

+ A Bachelor of Science (BS) degree in a related Technical or Engineering discipline from an accredited college or university required.

+ A Master of Science (MS) degree in Operations Research, Engineering Management, etc. or MBA from an accredited college or university also desired or equivalent proven experience.




SECURITY CLEARANCE:

+ Secret (SEC) Security Clearance required with the ability to obtain and maintain a Top Secret (TS) Security Clearance as well as SCI or Polygraph as required.
